Interceptor Integrity Testing in Cardiff & South Wales: Why Your Site Needs It

Most businesses with an oil interceptor on site are aware that it needs to be cleaned and emptied periodically. Fewer are aware that cleaning alone is not sufficient to demonstrate that the interceptor is actually doing its job. A tank that has been emptied is clean. That does not mean it is sound.

Integrity testing is the process that confirms whether an interceptor is structurally intact and capable of retaining the contaminants it is designed to hold. It is distinct from a routine service, it is required by the relevant industry standard, and for many sites it represents a gap in their compliance records that they may not know exists.

The Difference Between Cleaning and Testing

When an interceptor is serviced, the accumulated oil, silt, and contaminated water are removed, the chamber is inspected at a surface level, and the outlet is checked to confirm it is clear. This is essential maintenance and should be carried out at least every six months under BS EN 858-2:2003, the British standard governing the operation and maintenance of oil separators. Without regular cleaning, the interceptor fills up and stops working, allowing hydrocarbons to pass through untreated.

Integrity testing goes a step further. Once the chamber has been fully emptied and cleaned, the walls, base, joints, and pipework connections are inspected in detail for signs of cracking, corrosion, deterioration, or structural failure. The chamber is then filled with clean water to its normal operating level and monitored to confirm it holds that water without leaking.

The distinction matters because a damaged interceptor can appear to be functioning normally during a routine service. The oil and silt levels may look manageable, the outlet may appear clear, and there is nothing obviously wrong at a glance. Beneath the surface, a crack in the base or a failed joint could be allowing contaminated water to seep slowly into the surrounding ground or drainage network without triggering any visible symptoms at all.

Why Interceptor Integrity Matters

An interceptor is a pollution control device. Its entire purpose is to prevent hydrocarbons from reaching watercourses, surface water drains, or groundwater. If the tank itself is compromised, that purpose is defeated regardless of how often it is cleaned.

The consequences of an undetected failure can be significant. Contaminated water leaking through a cracked base or failed joint can migrate through the ground over time, reaching nearby drainage systems or watercourses without any obvious above ground indication that anything is wrong. By the time the problem becomes visible, the environmental damage may already be done and the regulatory exposure may already be serious.

Under the Environmental Permitting (England and Wales) Regulations 2016 and the Water Resources Act 1991, site operators have a duty to prevent pollution of controlled waters. Natural Resources Wales takes pollution incidents seriously, and an investigation that reveals a failed interceptor with no record of integrity testing is not a position any site operator wants to be in. The duty is proactive, not reactive. Waiting until something goes wrong before checking whether your infrastructure is sound is not a compliance strategy.

What the Standard Requires

BS EN 858-2:2003 sets out the recommended maintenance regime for oil interceptors in the UK. Alongside the six monthly inspection and servicing requirement, it specifies that interceptors should undergo integrity testing every five years.

This five year cycle is a minimum rather than a ceiling. Sites with older interceptors, those in aggressive ground conditions, those that have experienced a spill or an alarm activation, or those where the chamber has not been regularly serviced and maintained, may benefit from testing more frequently. The condition of the chamber at the point of each test is the most reliable guide to whether the current testing interval remains appropriate.

It is also worth noting that BS EN 858-2:2003 requires interceptors to have a functioning high level alarm or automatic warning system, and that records of all inspections, services, and tests should be kept. If Natural Resources Wales or an environmental regulator asks for evidence of your maintenance history, those records are what you will need to produce.

How an Integrity Test Is Carried Out

Before any integrity testing can take place, the interceptor must be fully emptied of all contents: oil, silt, and water. A meaningful inspection of the chamber structure cannot be carried out through waste, and any attempt to do so would be both unreliable and unsafe.

Once the chamber is empty and clean, the inspection of the internal structure can begin. In most cases this is carried out by confined space entry, where a trained operative enters the chamber to inspect the walls, base, and joints at close quarters. Where confined space entry is not possible or practical, specialist camera equipment can be used to carry out a remote visual inspection, though direct entry generally provides a more thorough assessment of the chamber’s condition.

The operative inspects for cracks, fractures, spalling concrete, corroded metal components, failed sealant at pipe joints, and any other signs of deterioration. The inlet and outlet pipework connections are checked, as these are common points of failure where movement or ground settlement can open gaps in the seal.

After the structural inspection, clean water is introduced into the chamber up to the normal static water level and the chamber is monitored for any drop in that level that would indicate a leak. This water test is the definitive check on whether the structure is retaining liquid as it should.

On completion, the chamber is refilled with clean water to maintain the operating water seal that the interceptor requires to function correctly. A written report documenting the scope of work, the findings of the inspection, the result of the water test, and any recommended remedial action should follow.

What Happens If a Problem Is Found

If an integrity test reveals a crack, a failed joint, or evidence that the chamber is not retaining water, the appropriate response depends on the nature and extent of the damage.

Minor defects, such as small cracks or localised joint failures, can often be repaired in situ using specialist lining or patching techniques, without the need for excavation or replacement of the chamber. More significant structural damage may require a more involved repair programme or, in some cases, replacement of the interceptor.

The important thing is that a defect identified and addressed through a proactive integrity test is managed on your terms, at a planned cost and with a documented audit trail. A defect that goes undetected until it causes a pollution incident is managed on very different terms, typically involving regulators, emergency contractors, and clean up costs that bear no relation to the cost of the test that could have found the problem years earlier.

Who Needs Integrity Testing?

Any site with an oil interceptor should have an integrity testing programme in place. In practice, that includes petrol stations and fuel forecourts, vehicle maintenance workshops and garages, commercial car parks, haulage depots, bus garages, plant hire sites, industrial facilities with surface water drainage, and any site where a planning condition or environmental permit requires an interceptor to be maintained.

If you are not sure whether your site has an interceptor, or whether the interceptor you have has ever been integrity tested, those are questions worth getting answered. The answer to the second question, in particular, is often that it has not, which means the five year cycle has either never started or has lapsed without anyone noticing.
